It is not really the task of the vendor community to define and conduct the actual certification process ( except for self certification which really isn't and shouldn't be the case here). This past falls under the authority of a responsible third party such as the FCC, and their designated test facilities.
Having said that, the vendor community did create an open basic specification for the usage of text to speech conversion technology in these types of devices (the ECIG Implementation Guidelines www.eas-cap.org, which were adopted by FEMA and mostly incorporated into the part 11 revision by the FCC ... but with the notable exclusion of the ECIG guidelines for text to speech conversion).
However , the IPAWS Conformity Assessment program did actually test for the existence and function of TTS on subject devices. Mainly evaluated that the capability existed and that it properly constructed a audio message out of the corresponding elements of a CAP message, as specified in the ECIG Implementation Guidelines.
Anyone can access the results of these IPAWS Conformity tests at www.rkb.us. Just go to the search bar in the upper right hand corner of the web page, and enter the name of the vendor or product you wish to look up, such as DASDEC or SAGE or whomever ...
