Did you read the next section of 11.56?

11.56(b) mandates that all ENDECs and converters must have visual 
outputs for use as an on-screen crawl by June 30, 2015.  That's the 
source of the 6/30/15 drop-dead date for "intermediary devices".

Now, talk about useless functions... Radio has no "visual 
component"!!!!  What do we do with it?  Put a Jumbotron on the roof of 
the studio and feed it to that?
