[EAS] Drills and Tests

The following comment from a friend of mine now working on a MSC ship 
regarding the cruise ship running aground:

ALCON:
i can tell you the MSC crew, at least 5% are always crabbing "Why do 
we have to have a fu---ng drill" at EVERY drill. I don't care if 
you've been sailing for 50 years,, you need to have drills....
One can't really appreciate the need for them until they've been in 
their first ship fire.... and i was in one on my last ship.... of 
course the Costa ship was all over the news here, so we saw the 
story... it will be interesting if any truth as to the cause of the 
accident is disclosed.

The bottom line is when the fertilizer hits the ventilation system 
everybody needs to do what they need to do without thinking or looking it up.

That is why when I am made Emperor For Life there will be realistic 
regular public warning drills.  Which will include everyone from the 
Incident Commander all the way through every possible media that can 
be used.  CAP, in my mind, is the tool to do this.

All we gotta do is to train everybody.
