I think there should be a very clear distinction between first response 
and triggering warning/advisory dissemination. I can see instances of 
where an evacuation warning would be issued and not be needed after 
first responders assess the event. Or determine a larger response is 
needed and a 2nd message disseminated and thereby creating confusion.

I concede timing is everything and minutes, even seconds count when an 
event of unknown variables is unfolding and not yet assessed, let alone 
contained.  The question is at what point do call to action messages 
devolve into the same problem the NWS is having with their warnings. 
Lots of cry wolf if first response also includes triggering an EAS alert.

While I agree that it would be in the best interests of the communities 
served, I am highly skeptical of voluntary participation by most 
stations beyond their current level of automated relay and anything 
compulsory.

I will say this...smart station managers and owners who are considering 
updating their facilities could use this as a bargaining chip to aid 
local agencies in considering any siting proposals.  A cooperative 
private/public relationship works both ways.  Station does local EAS 
alerts and the AHJ permits their new tower.
