I think we are on the same page on that, Ed. 

I am waiting to see what others have to say about this. I will also be presenting this change in direction at the Orange County LECC meeting this coming week, and at a state mutual aid conference late in the month. 

I have been talking about integrating EAS more closely into emergency management since a report I did for the Telecomm Advisory Group I chaired for the Emergency Preparedness Commission for the County and Cities of Los Angeles after the Northridge quake in 1994.
