[EAS] Sage dual-tone restart?

Ladies and Gentlemen,

Wondering if any of you have experienced this digital ENDEC issue?

Our AM originates the RMT for our local op area.  All three of our FM stations had the
following issue on yesterday's test:

When the RMT forwards, the dual-tone signal runs for about 3 seconds, drops briefly,
then seems to restart and run for the full 8 seconds.  The message as originated
by the AM does NOT do this.

My theory is that downstream endecs do not record, but regenerate the dual-signal,
recording only the voice message.  Right?  Anyway, I'm wondering if a momentary
drop in level (perhaps caused by the AM's processing) is read as end-of-dual-tone by
the receiving units, then recaptured and aired for a full 8 seconds.

Anyone else experience this?  Buehler?
