[EAS] Voluntary Local EAS Carriage: Can We All Take Two Steps Forward?

The adoption and implementation of CAP enables an alternative to 
agreeing on specific event codes for voluntarily relaying EAS alerts. 
The model used by the Commercial Mobile Alert System for "Imminent 
Threat Alerts" is that all three of the following CAP values must meet 
these criteria:

Severity =  "extreme" or "severe"
Urgency = "immediate" or "expected"
Certainty = "observed" or "likely"
