[EAS] question regarding tones

If the threshold is too low, the ENDEC may false detect the tones,
and some or all of the voice audio in the alert will be removed.
Now that the 5th R&O suggests that no more than 8 seconds of ATTN
tone be provided, we're going to shorten the detection window in a
future software update.
