[EAS] Dual attention tones

Occasionally my TFT's will do that. There suppose to detect the tones and start the audio recording after them. It's intermittent and I've never found a cure. We're an LP-1 so all incoming alerts are directly from local or state radio links or a CAP converter.

I have a mystery that I'm wondering if anyone has noted elsewhere.  I
have a couple DASDEC decoders in a couple different cities.  To the best
of my knowledge, their monitoring sources all use SAGE ENDECs, with the
exception of the State Relay Network (SRN), whose sources are usually
MTS software/PC.  Based upon the recorded WAV files, as well as what is
actually forwarded on the air, both of these DASDECs indicate on a
fairly regular basis that we are receiving TWO attention tones with an
alert... typically back-to-back and sometimes with a couple seconds gap
between.  Often with the second tone noticeably louder than the first. 
I haven't observed this when monitoring the SRN directly... but only one
of our sites monitors the SRN directly, so it might be just a coincidence.

Has anyone else ran into this symptom?  At this point, since I'm seldom
in a position to listen to the incoming signal in real time, I'm
uncertain whether those dual tones are REALLY being broadcast by our
monitored sources (thus likely a SAGE issue)... or whether they are
being created for some reason by our DASDECs.  Or some other scenario
that escapes me.  But since we are experiencing this in two widely
separated markets with different hardware (same model, different
firmware), it makes me think perhaps it is a symptom of a wider issue.

So... anyone else run into this or have any particular input on it?
