[EAS] CAP TEST for 12/17/12

The actual error code for the most recent wget operation is in the wget log.
Looking at your log, the errors are not constant, it looks like you 
have an intermittent internet access problem.  Logs like this are 
sometimes the result of more than one device on the lan with the same 
static IP address.  It might also be a load issue if your 
connectivity to the internet is shared and slow, or is 3g.

If your internet is down, or the ipaws server is done, you'll see an 
error every poll interval (plus one second), the default is 30 seconds.
