And that would be the same as having to make a log entry every time one of the over the air stations that you monitor went off the air even though you did not miss a test from them.

The rules say that we have to log the required alerts and make a notation of any missed alerts.
CAP should be no different.
Since the outage(s) occurred between the regular weekly test (we'll see what happens today) then no one should have to log anything.
If there is no test today then you will have documentation in the form of e-mails from this list noting that the server was down and it was not your problem.
I also file away the emails from my SAGE when it tells me that the CAP server is down.
