[EAS] Targeted Alerts on FM Radio

Could a sysyem of low-power transmitters target emergency info to listeners in separate zones of an FM station's coverage area?
 
For those of you not following the series of articles in Radio World on a new system for FM called ZoneCasting, see my post on AWARE Forum that sums up the details we know about the system and answers to some technical questions on how interference among these multiple transmitters is minimized.
