The majority of broadcasters I've spoken to in my state have indicated
that the sole PEP in my state is effectively not receivable by them due
to the ever increasing noise levels coming from all the spectrum pollution
worsening over time above and beyond just being to distant.

The PEP assignment (which is in another state) for our flagship station
can only be decoded 10% of the time.  The PEP station in my state cannot
be received at our studios.

We now get National Level alerts from NPR Satellite Services which has
proven to be 100% over the past 5 years.  From our studios we broadcast
via 20 stations and 6 translators around the state.  We are a de-facto
statewide network.  Several broadcasters chattered about the Nov. 9th test
post-event and confirmed that they received the EAN first from us.  Some
others received the test from other sources but only successfully decoded
our tones (for unspoken reasons).  Most of these stations aren't even
assigned to monitor our signal but do so for lack of presence of a local
LP in their area.

Hence, some broadcasters have, outside of the assignments indicated in the
state plan have failed over our signal for meeting EAS monitoring assignments
as required by part 11 because of difficulties getting signals from elsewhere.

Ever since the test, I have been wondering what the actual reported results
were, simply because the knowledge might be applied to making things work
better for more people.

For those (like me) involved in the revision of such things as statewide EAS
plans, it's logical that real knowledge of the results of the Nov. 9th test
would be important/should be integral in the planning and revisions process.
