The full quote at 11.61:
These monthly tests must be transmitted within 60 minutes of
receipt by EAS Participants in an EAS Local Area or State.
Analog and digital class D non-commercial educational FM,
analog and digital LPFM stations, and analog and digital
LPTV stations are required to transmit only the test script.
Which follows the logic of 11.51 (e)
(e) Analog class D non-commercial educational FM stations as
defined in §73.506 of this chapter, digital class D
non-commercial educational FM stations, analog Low Power FM
(LPFM) stations as defined in §§73.811 and 73.853 of
this chapter, digital LPFM stations, analog low power TV
(LPTV) stations as defined in §74.701(f) of this chapter,
and digital LPTV stations as defined in §74.701(k) of this
chapter are not required to have equipment capable of
generating the EAS codes and Attention Signal specified in
§11.31.
But:11.52(e) says...
(e) EAS Participants are required to interrupt normal
programming either automatically or manually when they
receive an EAS message in which the header code contains the
Event codes for Emergency Action Notification (EAN) or the
Required Monthly Test (RMT) for their State or State/county
location.
So if there is no normal programming when the RMT arrives,
and it must be transmitted within 60 minutes, and the LPFM
doesn't have to have an encoder..
it would appear to me that all an LPFM would have to do is
log that they got the RMT, (which the Sage units would do).
Leaves open the question for true daytime AM's who get an
RMT at 1:00AM--wouldn't necessarily know for several days
until someone checked the EAS log in the box...
