[EAS] RMT

Heck, Dave, this morning I'm not even low power, just a dim
bulb.

That's what I kind of thought.  This is one of several low
powers I've been working with, I've recommended they go
ahead and get the Sage digital.

Three of these low powers have already been relaying NWS
with their old EAS systems, so having the "encoder" section
is not so much the problem as what they want to do with it.
(Well, technically hardly anyone was "encoding" anything
anyway, just relaying, except for RWT's--and the Sage allows
automated RWT's which confirm that that the unit can relay
emergency traffic by seizing the program line.)

It's finally quiet for a few minutes this morning, and yes,
the on-line FCC rules from GPOACCESS.GOV confirm this is the
current rule--amended March this year.

So I'm advising them just to log the RMT if it arrives after
their sign-off.
