Low power station, broadcasts 8 AM to 10 PM. The monthly test arrives at 11 PM. Do they need to relay it the next day? They have a Sage unit. I've never tried, but I assume that you would be able to pluck the audio off the log and insert into their automation system, just like any other audio file; if they needed to actually broadcast it.
