I programmed all of the EAS boxes for our entire network. We have a fairly
large network with Full Power, Low Power, and translator stations in all 50
states, as well as cable, and satellite coverage.
Our Network not only did the EAN via our local full powers, but in the case of
low powers that were not required to send - they were all covered by us putting
an EAS box on our NETWORK signal via satellite. In essence all of our low
powers were acting as translators, and there wasn't a station in our entire
network that didn't see the signal.
That being said - it may or may not have been kosher in the letter of the law,
but in the spirit of the law - we had full intention of making sure that the
maximum populous was reached by the intended signal, which in the end is what we
would want in the case of a national emergency. Anyone who was watching our
programming across the country got the test message.
When we filed for our stations - we filed for those local low powers that they
passed our network EAN signal, and I haven't heard anything about the FCC
kicking it back.
