[EAS] TTS is being rescinded

Great news!

Just to clarify... currently on April 23 TTS becomes prohibited.  But 
today's rescinding of that order... doesn't take affect UNTIL... it is 
published in the Federal Register.  Correct?  Which... as I recall... 
took something like a couple months after the 5th Report and Order.  My 
guess is that the FCC isn't going to enforce the TTS band in the 
interim... but TECHNICALLY... are we still exposed?
