[EAS] Statewide CAP in CA?

I have heard from other members of our company's TV group that amber alerts (CAE) will be mandatory. Do you know anything about this?
I didn't see it on the CA. or L.A. county plan. Will the local and state plans be updated soon.
I am getting the National Weather Service CAP using HTTP Get from http://alerts.weather.gov/ as well as the FEMA IPAWS.
Is there going to be a statewide CAP in California (EDIS)? How do you receive it?
We have a DASDEC II with the most recent software.
