Here in Washington it's really simple - 

1- You Monitor the PEP (for us KIRO, for you KBOI) 

2- If you cannot receive the PEP 24/7 you monitor the State Relay Network
that is configured to relay any EAN's statewide.

Monitoring assignments reflect this.

We have never been challenged on this and a party from the local FCC office
sat on the SECC for 15 years until her retirement.
