[EAS] State Plan Mapbooks

Adrienne has convinced me that the Mapbook component within state plans should be entered as one of the Plan's Communications Operations Orders that can be changed and updated without having to go through the whole plan approval process.

Adrienne: Please amend the sample plan we will distribute at the Workshop on Sunday that I sent you accordingly to show the Mapbook sample plan component as COO 13. I will update the master copy here.
