[EAS] Class D station origination

Let add -
I DO NOT feel that these stations should be originating EAS Messages.
Origination should be done only by those in government entities that have
the information and the training to go with it. I do not want anyone
'messing' with EAS messages that was recently asking the question - Would
you like fries with that?
It just rubs me the wrong way to find a small community whose only radio or
TV stations are translators etc. from some far away market that pumps into
that local area Civil and Weather messages that have absolutely nothing to
do with that local area for the simple reason that they don't have to do
anything better.

We are in total agreement on this, especially because the FCC takes the
position that Low Power stations are the only stations that truly serve
their communities when in fact, they are as likely to be automated as any
full power station. Satellators often serve communities in remote areas or
even other states, well away from their "hub" station or Mother Ship. Along
with translators, these licenses serve rural communities that often have no
other radio or TV stations. Emergency Managers who want to issue EAS
activations have no way to do so because the parent stations aren't licensed
to serve these remote areas and couldn't care less. The EM's should be able
to go to their locally-funded TV District and get activations issued for
their areas. The FCC needs to do away with the exemptions they list in Part
11.11. They make no sense.
