[EAS] Latest word from FEMA on CAP IP Connectivity

As of this writing, FEMA IPAWS has not yet released the domain names or IP addresses that broadcasters need to program in to their CAP EAS devices to poll the federal CAP message aggregator.

FEMA has stood up the testing environment for EAS device manufacturers to ensure their devices are able to retrieve CAP messages from IPAWS-OPEN Atom feed. According to Antwane Johnson, Division Director and Program Manager for FEMA IPAWS, "A PIN will be assigned to each of the approved EAS equipment vendors. To receive a PIN, each vendor will need to email FEMA IPAWS at: ipaws at dhs.gov requesting the PIN and the structure of the Atom feed URL."

Once final security checks have been completed, FEMA IPAWS will update the EAS community with the release of the domain names to be used by the broadcaster community.

As of this writing, the FCC September 30 deadline stands.
