[EAS] Details of FCC Handbook and Reporting System

Gary,

Thanks for this - it's very nice and concise.

One question (I raised on the other list so apologies for duplication) concerns the monitoring assignment field on the Form 1

In our state (Vermont - and I imagine this may be true for others) the actual SP (State Primary) is Vermont Emergency Management. They supply the RMT's, and we are connected by dedicated telco loops - the feeds come across the state police microwave network, and as for the RMT's are originated at a state police barracks in the southern part of the state.

The field itself only allows input of a 'call sign' with AM/FM designation. I was able to enter VEM (SP) as a test, but I don't know if that would be terribly meaningful to the FCC/FEMA for reporting purposes.

Is there a reliable contact at FCC to find out about expanding that field or getting some guidance on what stations should enter there if their SP is not a broadcast station?
