[EAS] Should the RWT EAS Code be abolished?

Just a little while ago, one of the -2 or -3 movie channel ran tests--5 of 
them in 10 minutes time.
It was a crawl across the top of the screen with no audio, but it muted the 
normal audio. On a small screen, probably not readable.
Perception is that they were a nuisance.......
