95% on a "new system" when the "old system" reaches 99.5% of america?
Seems like a step backwards if you ask me, and totally unacceptable.
For this to work, it has to be a five-9's system.
Hell, let the military build it, not politicians.
As for a one-way system. CAP is capable of bi-directionality, if it
was so imposed. The beauty of data networks. All you have to do is
tell them it'll be like their Crackberry at the end of the day, they'd
probably sign off on it.
