[EAS] No such thing as too much compression

For a de-minimus Text-To-Speech demo, give a listen to my on-line 
presence near the bottom of any hour:  Weather conditions are 
text-to-speech using SAPI5 conversion engine.  The voice is one of the 
available free ones (Microsoft Mary, to be exact); frankly, I've yet to 
hear a better one - including "Perfect Paul" from NOAA. I have heard  
*/worse/* voice packages, though.
