[EAS] Should the RWT EAS Code be abolished?

Again, I reiterate, cost to extend the closure to the TX and explain to 
management why.

I'm with Clay and all the others on this one.  Get rid of the daisy 
chain and make everyone listen to the same local sources and PEP.  For a 
local relay, the receivers could be as simple as a LMR PL or digitally 
squelched radio to 1) Improve security of the channel where only 
technical "need to know" people are aware of the DPL codes, 2) Are 
region-able based on the codes, and 3)  commonly available.

But I'm still for a weekly test ostensibly to improve confidence at the 
station level.
