The bottom line is that the 'Old EAS' was designed for Radio - and the 'New
EAS' must be designed for a textual input world..
Input all need to be in text so that Cable, TV, Cellular, PDA's, Tablets,
Netbooks, Highway signs etc. can receive and display the Public warning
messages. For the radio systems (
AM, FM, NWR, TV Aural - Text to speech is the answer.
