That may be CLEMARS but not through the State relay network (CLERS).
According to the state plan CLERS is the distribution method for EAS from
the state. Back when they still had operational EAS equipment the audio
quality wasnt the worst I've heard.
Folks, this is the primary reason why Don Miller got the state of Washington
to move from their Legacy Microwave backbone fed network of mountain top VHF
transmitters. The legacy EAS equipment was simply not designed or
engineered to distribute high quality audio. Lack of audio processing and
leveling, people with mic fright or talking in the back side etc yielded
putrid sounding audio out the other end. Our solution - Create a
state-wide CAP system where the sources 'input' their messages in Text and
the EAS Boxes at the other end 'read' the message. Not only did this resolve
the problem but it, for the first time, produced a system where the text and
audio were transmitting the SAME message (Think Cable and TV)
The time is now to break with tradition and move forward.
