Yes, that is correct IF and only IF the station has a Chief Operator 
that actually follows The Rules.

I am still thinking about this subject.  Clearly testing is 
necessary.  Clearly testing needs to be done often.  Clearly testing 
must be realistic.  Clearly testing must be done at the local, state, 
and federal levels.  Clearly testing must be monitored and observed 
and reported.

In my mind the RWT does not meet those requirements.

At this moment, though, my vision of the future is kinda murky.
