Barry,
It's this simple. There are many licensees who would *****never****
test the box no matter the message. Ever, nope, fugetaboutit. I can
use the sechedule of calibrations rules as an example. Who follows that
rule?? Virtually no one. The same will occur with the RWT or any other
required message if made optional. The EAS will become even more an
afterthought than a footnote and nuisance.
