        RMTs/regional tests are useful.
        RWTs have no validity in most cases.

        Assume for a moment that your station was
        going to fire a local EAS alert.  Would
        you wait for the automation to do it    
        at the next scheduled time? No, it would
        be initiated immediately - if there were
        anyone at home.

        Local origination worked, more or less,
        for EBS, as the stations were staffed. Now,
        NWS is capable, as are many EMs, in most
        areas. One of the big errors in EAS was not 
        accommodating the industry's changes.
