[EAS] EAS & Arbitron encoding

We just received a technical note from Arbitron about PPM encoding and the EAS generator.
I want to go on record as stating the EAS insertion equipment should be AFTER the PPM encoder at ALL stations.
My reasoning for this is:
1 That the short duration of the EAS tests (RWT & RMT) will not make a difference in ratings books.
2 That no-one should be concerned about profits during a real emergency.
3 With the EAS insertion after the PPM encoder there will be no encoding passed from another Station.
4 A second encoding of Arbitron encoding destroys both the previous encoding and the new encoding.
