Agreed, but the concept is the same.

Testing for your state would still be in two parts - getting an alert 
from the PEP network to your SRN, and separately, getting alerts from 
your SRN to regular stations.

A PEP network test for the first goal, and other alerts through the 
SRN from time to time for the other. You guys do county-initiated 
RMTs, I think, but maybe DMOs through the SRN?

Anyway, my point is, no matter what the state distribution system, we 
can and should test the FEMA->PEP->next_step_link, without issuing a 
live code EAN, no matter what the "next_step_link" actually is in any 
particular state.
