It should be possible to have all of the primary relay
stations equipped with equipment capable of decoding a "NPT"
code very shortly.

Since the Nov. 9th test failure was at this point it should
be easy to test & correct any problems with this part of the
system.

As Harold mentions, the RMT will continue to be useful to
catch any problems downstream.

Then the remaining weak link is the path from the PEP
station to a state's daisy chain system.  E.G.  WV trying to
pick up WLW off air in Charleston
