[EAS] EAS Paper forms

I haven't seen anything that indicates paper forms will ever be provided.  I think that was more of an assumption on the  part of engineers, rather than an actual promise from the FCC.  They have been very particular about opening up the electronic system in a timely manner, so as to prevent 'motel proof of performance' style antics that would pollute the data, as could happen with paper.
