The state, counties, and cities in Washington are using CAP very 
effectively.  One of the reasons is that the web interface that they 
use to generate messages is light years ahead of four little soft 
keys underneath an LCD screen.  They finally have a system that they 
can interact with easily.  There's no microphone to mumble or talk 
backwards into, either.
