[EAS] SECCs to "sell"

I have some trouble with this line:

"make it easier for the SECC's to "sell" them on the benefits of adding CAP
equipment"

Pardon me...and with the utmost respect to Adrienne....I gave up selling
when I swapped a rate card for a screw driver...

I have no intention of selling anyone anything with regard to EAS...the
system is available and can be used anytime by any agency in Illinois via
NOAA Radio....THEY have to want to use it....and better know how to use
it...with practice, drills, tests.....

We've held their hand long enough!  

If there is a battle for who gets to "warn the public first" then that is
just plain silly and DOES put lives in jeopardy...just try to tweet to
100,000 plus users!

But....if this truly is about fighting for spectrum and getting FM chips in
cell phones...it needs to be fought at a much higher pay grade than ours...

Oh wait...did I say pay?
