Not necessarily. Comlabs and Digital Alert Systems have already tested the
GMC capability directly, i.e. can be supported directly through a "native"
state CAP system, and not necessarily gated through IPAWS. Having said
that, a lateral pass of the same alert to IPAWS is a very good idea to
provide additional redundancy, and to gain access to the near future CMAS
mobile phone alerting capability. A systems of systems approach from the
bottom up, in this case.
Also, please bear in mind that the GMC/GMA capability is "lost" when
downconverted to EAS FSK tones. Legacy EAS does not support the CAP GMC
capability, so it would not flow through the LP1/LP2 broadcast relay.

If the GMC is sent up the pipe to FEMA and it's forwarded from there, that's
the connection with CAP/IPAWS.
At present, there are two distinct relay chains. Federal and state/local.
There is a reliance upon the state chain by the feds despite the hamstrung
PEP program. I don't have a problem with that.
But I would expect the feds to reciprocate in distribution.
As I said before, Illinois has a good spine for the relays using a VHF-Low
system to get the signal to the LP-1 and LP-2 stations. So every station in
Illinois is exposed to only one daisy chain relay.
Ideally, I'd like to see every station monitor the state transmission
directly and the PEP best received in that area to cover both the GMC and
EAN. That would get rid of the LP-1 and LP-2 folly. But in all cases, it is
presumed the GNC would also flow upstairs as well for CAP/IPAWS
distribution.
