Don and all -
if the FCC codifies the mandatory governors alert capability as currently
specified in the FEMA IPAWS CAP Profile, and the ECIG Implementation
Guidelines, then a "GMC" alert would "simply" mean that an EAS code tagged
with GMC override would automatically go to air, even if the local CAP EAS
unit was set to filter out those alerts. So for instance if a local box was
configured not to automatically relay an EVI code, the CAP based GMC
parameter would instruct the local EAS device to air that EVI alert anyway.
Again, the above assumes that the FCC inserts the mandatory governors
capability in the revised rules, and either replicates or incorporates by
reference the ECIG methodology.
The policy discussion is defining what threshold needs to be in place to
allow an governor (or more likely the EMA acting in the stead of a governors
office). Note that a prior FCC R&O specified that a state gets the new GMC
capability if and when it files an FCC approved state plan, updated for CAP.
So, the answer to this question could very much be in the hands of each SECC
define - meaning that broadcasters and cable operators - in conjunction with
the EMA - could directly define the parameters for using, restricting (or
not at all using) a GMC capability.
BTW, in casual discussions with someone from the FCC, they suggested the GMC
was not the best nomenclature (i.e. must carry), and we concurred that maybe
it should be GMA - governorms mandatory alert.

I would hope that the Governor would have a full staff of Emergency
Managment supporting him. The Governor in this case would be highly
dependent on that staff to provide the information and coordination efforts
to share with the public.
