The term GMC is a term used to describe a segment of the FCC's NPRM that the
Commission has yet to act on.   I don't believe anyone actually wishes to
have a politician be actual source of public warnings.

I would hope that the Governor would have a full staff of Emergency
Managment supporting him. The Governor in this case would be highly
dependent on that staff to provide the information and coordination efforts
to share with the public.
