[EAS] 98.7 KUPL EAS Test Contest - SoundCloud

I finally had a minute to listen to this--what a great contest! These people
deserve some kind of award for taking something that most broadcasters
viewed as a burden and turning it into a great opportunity to promote their
station! All I can say is, KUPL gets it!
