There great thing about standards is there are so many to choose from. 
However, as the FCC will tell you, they don't write the standards.

NRSC-4, Radio Broadcast Data System (RBDS), Annex Q, Emergency Alert

They are interesting to read, because you can see how different groups
tried to solve the ambiguities and corner-cases in the original EAS
specifications.  But they also shows that EAS was getting a bit old, and
still has a lot of its EBS heritage showing.

Next the standards for the Common Alerting Protocol, IPAWS, CMAS, EAS-CAP.

The FCC has asked everyone for comments, just like all their proposed
rules.  Submit your comments, make suggestions to the standards groups, 
because the eventual rules and standards will be based on what those
who participate say.
