[EAS] National EAS Test Comment

I would have been very surprised if this test had any success.
Those of us that live and work in the real world know that to bring
up a complicated system one tests one piece at a time and only when
we are sure that all of the parts talk to each other try to make the
entire system function.
Washington DC is not the real world. My comment "The only reason for
some of the FCC's decisions is that they have nitrous oxide jets on
their desks" also applies to FEMA.
However, if this test was tried 10 or 15 years ago the same problems
would have been identified and maybe, perhaps, by now rectified.
Should I be named Emperor For Life one of the items on my To Do list
would be to mandate a quarterly federal RMT. And the other RMTs
would be mandated to be originated by state agencies.
After each test a review would be held to identify problems and
successes. Funding would be made available for these reviews.
Then, maybe, we could have a working federal and state system nationwide.
Although I believe that CAP is a wonderful idea, just switching the
EAS daisy chain to CAP will bring along the same problem. Different
details perhaps but the same systematic problem.
