This is precisely the reason why Washington State launched it's own CAP
system a year ago.    

For years we heard about the  audio quality, bad mic technique etc etc.     

Thankfully the Feds will be doing the same thing with their CAP system.

Perhaps they just wanted to justify the changes that are coming.

This idea of relaying alerts is a little archaic.  In an age where any
station around the world is on your computer, why can't Washington simply
set up a streaming arrangement and have everybody monitoring it?  But, then
, why wasn't the NWS involved in this test?  Interagency bureaucracy or just
plain politics?
