[EAS] Test Length

Station monitored for the test:  WIBC (93.1MHz).  Test hit me and my GR 
at 14:00:07

I don't have enough spare tuners to actually include L1 and L2 for Indy, 
so I can't say where the audio got lost, but... The "no-audio" sounded 
like open-circuit noise from a telco loop.

(WIBC usually alerts for weather, etc. much quicker than the other 
stations is why I'm using it rather than the "official" monitoring 
assignments - not that streaming or Part 15 operations are even required 
to monitor, let alone participate.)
