[EAS] FIPS code broke the test for me

The information about the FIPS codes has been pushed out by FEMA and FCC for
a good number of months now, including in at least a half dozen webinars

I operate an IPTV system with a Monroe EAS and Minerva middleware. The
Monroe did great but the Minerva middleware did not trigger set top boxes in
our area due to the Washington FIPS. Two questions for anyone that can help:
1. Can you site the FCC notice indicating that the EAN test would be the
Washington DC FIPS?
2. Has the regulation been passed indicating what a non-test EAN would have
for a FIPS?
