[EAS] Test Length

For a station like us, five steps down the daisy chain, the delay to
join the live feed will be up to 58 seconds. If the originator in DC
vamps for a minute to allow us to join in, the earlier stations will
have a test that lasts a lot longer than 30 seconds. If they don't
vamp, and the stations in the chain don't buffer audio, the test will
already be over before we join it.
It seems to me that a repeated test announcement, or a standby script
like in the old days, might be appropriate for this test.

A little late to be thinking about this....
BUT...if test audio is only 30 seconds....and live.....
By the time 2 sets of headers are decoded and sent...the live audio will
be over...
I just wanted to be on the record as predicting a disaster....
