[EAS] An idea for the montly test

Too bad the decision to change to a 30 second test was made so late in the
game.  Could have organized a national RMT this year (to test the relays),
and then a national EAN exercise in 2012 (to test device function/station
response), with more planning/outreach and technical investigation.  But it
seems we are where we are now...

This is something I sometimes wondered about as well. 

I would suggest make the national "RMT" a live event and required real-time
broadcast. That would truly make it an EAN test event. Can be transmitted
randomly in the middle of the night read "maintenance window" as well.
Forget the day and night times rotation testing.

Here's a thought that we all might want to get behind.  Since EAS is a
national system and the RMT is a federal requirement, why not have FEMA do
the monthly test?

This would replace the patchwork systems of 50 states and test the ENTIRE
system.

It would also take a great deal of pressure off the "volunteers" who try to
keep the current cobbled up systems working.

Just a thought, but I would vote for it today!
